  IPL CODE OF CONDUCT FOR UMPIRES AND REFEREES
   
   
1. DEFINITIONS 
 

Appeal Commission        

A panel of three persons appointed by IPL to perform the functions assigned to the Appeal Commission under the Code of Conduct.

 

BCCI:     

The Board of Control for Cricket in India.

 

Code of Conduct:              

This Code of Conduct as the same may be amended from time to time by IPL.

 

Code of Conduct for Players and Team Officials:

The IPL Code of Conduct for Players and Team Officials as amended from time to time by IPL.
 

Commission:   

The Code of Behaviour Committee of the IPL established by IPL to perform the functions of the Commission under the Code of Conduct.

 

Franchisee:         

An entity which owns and operates a Team.
 

IPL:                           

The separate Sub-Committee established by BCCI to operate the League.
 

IPL Chairman:    

The person from time to time holding office as IPL Chairman.

 

IPL Chief Operating Officer:         

The person appointed by IPL from time to time to act as Chief Operating Officer (or his/her designee).
 

IPL Event:             

Any event or function taking place in relation to the League which is designated by IPL as an official event or function including, without limitation, any award dinners or ceremonies.
 

League:                                  

The Twenty20 cricket league (known at the date of adoption of this Code of Conduct as the DLF Indian Premier League) which has been established by IPL and which shall take place in March/April/May of each year (or such other time as may be determined by IPL).
 

Match:                                    

Any cricket match in the League including for the avoidance of doubt the Play-Off Matches.
 

Operational Rules:           

The operational rules adopted by IPL relating to the League, as amended by IPL from time to time.
 

Play-Off Matches:             

The matches which take place at the end of the regular League season to determine the winner, runner-up and third place team in the League.

 

Referee:                                                   

A person appointed by IPL and empowered to act as the referee in respect of any Match

 

Rules of Conduct:             

The rules contained in this Code of Conduct.

 

Team:                                       

Any team participating in the League from time to time.

 

Team Manager:                  

A Team official appointed as manager of a Team for a Match.

 

Umpire:                

Any umpire officiating at a Match.

   
2. CODE OF CONDUCT
   
 
2.1

Umpires shall not make or cause to be made any public pronouncement or media comment which is detrimental to:

(a)            the game of cricket in general; or

(b)            any particular Match between Teams in which any such Umpire is involved; or

(c)             the League; or

(d)            relations between IPL, BCCI  and any Team and/or Franchisee.
   
2.2 Umpires shall not disclose or comment upon any alleged breach of this Code of Conduct or the Code of Conduct for Players and Team Officials or any hearing, report or decision arising from any such alleged breach unless such disclosure is required under the provisions of this Code of Conduct or the Code of Conduct for Players and Team Officials.
   
2.3 Umpires shall not engage, directly or indirectly, in betting or any conduct described in the Appendix.
   
2.4 Umpires shall not use or in any way be concerned in the use or distribution of illegal drugs.
   
2.5 Umpires shall at all times observe and comply with the provisions of any regulation of IPL which applies to Umpires including but not limited to the Operational Rules.
   
2.6 Umpires shall not engage in any conduct which is prejudicial to the interests of the game of cricket and/or the League
   
3 APPLICATION OF THIS CODE OF CONDUCT
 
   
3.1 An alleged breach of this Code of Conduct shall be dealt with as set out below.
   
   
4 PROCEDURE FOR DEALING WITH DISCIPLINARY MATTERS
   
 
4.1   Reports
   
    4.1.1

Eligibility to lodge a Report

An alleged breach of this Code of Conduct by an Umpire may be reported by:

(a)            the Referee of the Match in relation to which such breach is alleged to have occurred; or

(b)            the Team Manager (in his own right or on behalf of any of his players) of one of the Teams playing in the Match in relation to which such breach is alleged to have occurred; or

(c)             the Franchisee of one of the Teams playing in the Match in relation to which such breach is alleged to have occurred; or

(d)            the IPL Chairman.

   
    4.1.2 If any person eligible to lodge a report under Article 4.1.1 becomes aware of any alleged breach of this Code of Conduct by an Umpire, he shall report the alleged breach in writing to the IPL Chief Operating Officer as soon as possible and, as soon as practicable upon the receipt of such written report, the IPL Chief Operating Officer shall be responsible for informing IPL of its contents
   
  4.2   Hearings by the Commission
   
    4.2.1 If an Umpire is reported for an alleged breach of this Code of Conduct the IPL Chief Operating Officer shall be responsible for informing the Commission of the report’s contents and any investigation and proceedings in relation thereto shall be conducted in accordance with the procedure set out in the Operational Rules with IPL acting as the Claimant and the Umpire as Respondent with the same rights of appeal as set out in the Operational Rules.
   
    4.2.2 The Commission shall always have the right to investigate any incident which, in its opinion, may give rise to a breach of this Code of Conduct irrespective of whether or not a report in relation thereto has been lodged with IPL or the Commission by the IPL Chief Operating Officer and, if it decides to hold a hearing in relation thereto, it shall, as soon as possible, notify in writing the Umpire in respect of whom an alleged breach of the Code has been made of the Commission’s decision and of the circumstances giving rise to the alleged breach and shall send a copy of the said notice to the IPL Chief Operating Officer.
   
  4.3   Penalties
   
    4.3.1 In the event that, after a hearing (and any appeal hearing) in respect of any alleged breach of this Code of Conduct, the Commission (or Appeal Commission if appropriate and references in this Article 4.3 to the Commission shall be deemed to include the Appeal Commission if appropriate) decides on a balance of probability that an Umpire is in breach of this Code of Conduct, the Commission may, in its absolute discretion impose any penalty by way of reprimand and/or fine and/or suspension in respect of the League, including the power to suspend a fine or a suspension in respect of the League.
   
    4.3.2

In deciding what penalty to impose on an Umpire for a breach of this Code of Conduct, the Commission shall have regard to:

•                the character of that Umpire;

•                the nature of the action on the part of that Umpire giving rise to the breach of this Code of Conduct; and

•                any other circumstances of the case which may seem to the Commission relevant to the imposition of a penalty.

   
    4.3.3 IPL shall co-operate with the Commission in ensuring that a penalty imposed on any such Umpire by way of suspension is carried into full force and effect and IPL is hereby authorised under this Code of Conduct to take all necessary steps to enforce such suspension.
   
    4.3.4 In the event that the Commission shall decide to impose a fine on an Umpire, the fine shall be paid to IPL by the Umpire on whom it is imposed within 14 days of the date on which he is notified of the Commission’s decision. In this respect, the IPL Chief Operating Officer shall arrange with the Commission for the fine to be paid by the Umpire concerned to IPL. Any Umpire failing to pay such fine to IPL within the said period shall not, until such time as the fine has been paid, be eligible for appointment as an Umpire by IPL.
   
    4.3.5 In the event that the Commission exercises its power to suspend any fine or suspension on an Umpire who is subsequently found to be in further breach of this Code of Conduct during the period of suspension, the original penalty will automatically be imposed. The Commission responsible for the hearing of the subsequent breach may impose a penalty in respect of such further breach and any period of suspension imposed as a penalty for such subsequent breach shall run cumulatively to and not concurrently with any period of suspension originally imposed and suspended but which was activated and automatically imposed as a result of such further breach of this Code of Conduct.
   
5 RECORDS
 

IPL shall be responsible for keeping copies of all reports and of all hearings in relation to any alleged or proven breaches of this Code of Conduct.

   
6 GENERAL
 

It shall (to the extent not expressly provided) be an implied condition in any contract, agreement, understanding or arrangement involving IPL and an Umpire that the provisions of this Code of Conduct shall be binding on such an Umpire and that his acceptance of an appointment to act as an Umpire in any Match or to be a member of the panel of Umpires established by IPL shall constitute his acceptance of his obligation to be bound by and his undertaking, directly with IPL, to observe at all times the provisions of this Code of Conduct.
